PHC MANAGEMENT LIMITED RESTORES THE REPUTATION OF DISCOVERY WHARF

Discovery Wharf, arguably Plymouth’s most contemporary and landmark waterfront residential development, was opened in February 2002.  There is currently no other development like it in the city both in terms of its location and facilities.  The residents of the fifty-nine luxury apartments enjoy an indoor swimming pool & spa, sauna, an air-conditioned gym, changing facilities,  Orangery, coffee lounge, landscaped garden with bar-b-que and secure underground parking.  The development also contains two commercial units and a bistro that faces onto Sutton Marina.

However, it soon became apparent that all was not well at Discovery Wharf and the residents were experiencing real problems with the day-to-day management of the building alongside the usual snagging problems that should be expected with a development of this scale and complexity.

As the autumn of 2002 approached the frustrations of the residents had reached such a point that an owners association was formed and a committee elected to represent the interests of the owners.  Soon the discussions of the committee turned to how they could take more direct control of the management of the building as the current management structure was failing their needs.

By spring 2003, Discovery Wharf Limited had been incorporated to which all apartment owners were entitled to a shareholding.  A constitution was established, directors were elected and an agreement signed with the freeholder to undertake his covenants under the apartment leases.  The apartment owners now had the control they wanted and a tender was issued for the management of Discovery Wharf to free themselves from the day-to-day nitty-gritty.

One tender stood out from the rest in terms of its innovative and unique approach to property and facilities management.  Plymouth-based, PHC Management Limited offered a bespoke solution and demonstrated that it takes ownership and responsibility for the total management of developments allowing the residents to enjoy their property and its facilities and freeing landlords (in this case Discovery Wharf Ltd) from the headaches of property management.

Since its appointment in July 2003, PHC Management Limited has increased the level of services including, amongst others, the provision of a full-time, onsite building supervisor and incorporating a 24 hour emergency call-out service.  PHC Management Limited also identified a number of cost savings which has meant that the improvements made have not required an increase in service charge. Combining all of these factors has led to PHC Management Limited restoring the original reputation and status of the building.  In the words of Discovery Wharf resident and ex-Plymouth Argyle Chairman Stuart Dawe “ ... since PHC Management Limited have taken over there has been a 100% improvement in the management of the building and it is a pleasure to have our amenities in full operation at all times … we know we can trust PHC to maintain the prestige of Discovery Wharf.”
